Licensing of Communication Services
IN EXERCING OF THE POWERS conferred by the section 47 of the Communication Act 2015, the Communications Licensing Rules 2017 was made and enacted to guide the licensing of Network Operator and Service Provider through application processes, obligation to notify the regulator in such changes made to its details differ when application initially made, and the mechanisms used to calculate annual license fee including application fees, annual return lodgment, audit requirements, invoicing and payment installments as well as pro-rata fixed or reduction.
Currently, across the country it is served by xx active Network Operator licensees providing telecommunication and broadcasting services, while two licensees are under development.

1. Tonga Communications Corporation
TCC is a government enterprise established in 2000 in an effort of merging UK's Cable and Wireless Ltd (international) and Tonga Telecommunication Commission (domestic). TCC is providing communication services from fixed landline, fixed broadband and mobile cellular services includes own and operate inland copper and fiber optic access network. TCC is providing communication services across the country reaching from Tongatapu to the Niua islands.
2. Digicel Tonga Limited
Digicel Group is a leading global communications provider with operations in 31 markets in the Caribbean, Central America and the Pacific, who bought TonFon in 20xx providing communication services including fixed-wireless broadband, mobile cellular services including mobile money, digital television broadcasting as well as providing digital entertainment applications.
